Head of Data Department

Lead the bank’s Data function across three departments: Data Engineering, Reporting, and a new Data Governance team.
Design and build the new data warehouse and operational data layer.
Drive the migration from the legacy Oracle / PL/SQL warehouse to the new ClickHouse-based platform, and phase out legacy layers and duplicated orchestration.
Develop and maintain the modern data stack: Airflow, Spark, MinIO-based Data Lake, ClickHouse.
Integrate and standardize data from many different relational and non-relational sources.
Build the Data Governance function from scratch: data ownership, data quality, metadata, data catalog, policies, and roles.
Make sure data meets local banking regulation and regulatory reporting requirements.
Provide data infrastructure for analytics, reporting, ML, and in-house hosted LLM use cases.
Lead by expertise: stay hands-on in technical decisions, set engineering standards, and grow the team.
Work closely with business, IT, and risk stakeholders to prioritize data initiatives.

Requirements:

Senior leadership experience in Data / Data Engineering, ideally having grown into the role from a Data Engineering background.
Hands-on technical depth: you can still do the work yourself, not only manage it.
Proven experience in banking, with a solid understanding of core banking entities (accounts, postings / ledger transactions, core banking data).
Track record of building or modernizing an enterprise data warehouse, including migration from legacy platforms.
Experience managing several teams or departments (10+ people).
Experience building a Data Governance function is a strong advantage.
Hands-on experience with Oracle, ClickHouse, Airflow, Spark, or comparable technologies.
Pragmatic mindset and the ability to deliver in a mid-sized bank with limited resources.
Fluent Russian and professional English are required.
Willingness to relocate to Baku, with relocation support provided.
